I've just installed XAMPP, it is a great software containing Apache, MySQL, PHP, File server and many other modules/programs that make web development much easier.
After installation and selecting English language as default, I opened phpMyAdmin then I don't know why phpMyAdmin selects simplified chinese as default, I hate hate hate simplified chinese. I Goolge this problem then I found method to solve this problem and now I'm glad share it:
How to set the default language:
1. Open this path:

2. Find config.inc.php and open it(with any editor you have, ex: notepad, notepad++ ...).
3. Find $cfg['Lang']
4. Change:

$cfg['Lang'] = '';

$cfg['Lang'] = 'en-utf-8';

Finally, the default language is set to English now.

Note: If it doesn't, please restart Apache server and clear the browser cache.
